    鳳凰新聞:徐曉飛應邀參加聯合國教科文組織在線研討會并做全英文報告

    428日,聯合國教科文組織舉辦的“應對2019新冠肺炎疫情的跨區域高等教育在線研討會”召開。來自亞太地區、阿拉伯國家地區和全世界35個國家的近300位教育界官員和專家學者參會,共同分享疫情期間開展在線教育的實踐經驗,促進跨區域開展全球合作,攜手應對未來高等教育面臨的新挑戰。教育部中國高校在線教學國際平臺與課程建設專家顧問組副組長、哈工大副校長、哈工大(威海)校長徐曉飛教授作為中國代表應邀做大會報告,分享中國大學“停課不停學”的在線教育經驗。


    2020年初新冠肺炎疫情突然來襲,給大學的正常開學、教師教學、學生上課、學校教學組織與運行管理等帶來了嚴重挑戰。推動不同區域與不同群體特別是弱勢群體享受到優質和平等的在線教育資源,攜手迎接新機遇、創造新未來成為全球高等教育面臨的共同課題。


    聯合國教科文組織亞太地區教育辦公室負責人、阿拉伯國家地區辦公室代表先后致辭。來自巴基斯坦、沙特阿拉伯、阿聯酋、中國、印尼、馬來西亞、泰國等7個國家10多位專家和聯合國教科文組織高等教育創新國際中心等單位的有關專家圍繞如何應對疫情和推動全球高等教育跨區域合作、制定在線教育解決方案、組織師生開展在線教學以及如何保障在線教育質量與促進教育公平等問題,從多種角度介紹了疫情時期各國采取的相關措施,分享了各自的應對策略,并面向未來暢談了全球高等教育的發展趨勢與新常態。


    徐曉飛作為亞太地區首位報告人,做了題為《中國在線教學的模式創新與經驗分享》的報告。他在報告中介紹了中國在防疫期間開展世界上最大規模的在線教學的盛況和教育部引領大規模在線教學的一系列舉措,闡述了“政府引導、高校主體、企業支持、社會參與”的中國在線教育發展模式和各高校采用的一系列創新的教學模式與教學方法,以及卓有成效的在線教學“中國方案”。他還談到了由此引發的“學習革命”和由“學習革命”引發的高等教育“質量革命”,疫情后會加快在線教學向“新常態”轉變的高等教育長期發展戰略。他還向與會者推介了中國在線教學的首批兩個國際在線平臺(“學堂在線”和“愛課程”國際版),并表示中國高校愿意與世界各國及時分享疫情前后取得的在線教學成果與經驗,并向世界學習者傳遞中國高等教育的愛心——“質量(Quality)、開放(Opening)、分享(Sharing)、責任(Responsibility)和愛(love)”,與全球各國共抗疫情,共克時艱。報告觀點深刻、數據震撼、信息量大,為世界各國高校提供了寶貴的借鑒,受到與會者的一致好評。


    會后,徐曉飛表示:此次是受教育部高教司委托參加聯合國教科文組織的在線高等教育研討會,非常高興能有機會與世界各國分享中國應對疫情開展大規模在線教學的經驗。中國在應對疫情開展在線教學“停課不停教不停學”方面取得了舉世矚目的成就,規模大,質量高,效果好,值得向全球推廣經驗。通過會議交流,可以看到,世界各國都非常重視以在線教學等e- learning方式應對疫情期間的大學教學, 也非常重視跨國跨區域的協同教學合作。中國開通國際在線教學平臺,向世界學習者推出一批用英文教授的慕課與各種在線教學資源,是對世界在線教學做出的重要奉獻。同時,世界各國也都在探討疫情過后的新常態化高等教育形態。無疑,“互聯網+教育”、“智能+教育”、“服務+教育”和線上線下結合的協同教育教學等將是未來教育的新形態,值得世界各國重視。面對教育全球化的挑戰和機遇,世界各國應共建共享在線教育共同體,共同提高高等教育質量,攜手推進教育公平。

    China’s Practice and Experience of the Online Higher Education during Anti-Pandemic in 2020

    Dear colleagues, ladies and gentlemen,

    Good afternoon!

    It is my honor and pleasure to have this chance to share with you the practice and experiences of Chinas online higher education during the COVID-19 pandemic.

    1. The Large-Scale Online Education of China for Anti-Pandemic

    Since January 2020, the COVID-19 pandemic has brought the big challenges to universities for opening the spring semester, facultys teaching, students learning, and educational operation management.

    In order to solve the problems caused by the COVID-19, China Ministry of Education (MOE) has announced the guideline and called the universities performing online education. Many universities have followed and performed the largest scale online education in the world. Until April 3, more than 950 thousand staffs in 1,454 universities have offered 942 thousand online courses and delivered over 7.133 million classes. More than 1.18 billion person-times of students have joined in the online courses.

    Over the years, in China, the approaches of government leadership, university s mainstay, enterprises support, social community s engagement have been applied for promoting development of online education platforms, MOOCs and applications, combination of online education and university reforming. This work foundation has played an important role in this online education action.

    The MOE has recommended 37 active online education platforms for supporting MOOCs and online teaching of universities. The 41 thousand qualified MOOC courses have been delivered to universities freely. The new online teaching models have been applied for universities education. The teaching and learning manners have been changed through this online education action.

    The teachers are changed. They change their roles in online education, and transform from lecturers into anchors and coaches to adapt to the online education.

    The students are changed. They change their roles and transform from listeners into actors and players. They are more active to engage in classes.

    The universities are changed. They change their way to manage the teaching by means of online monitoring the classes and precise management based on big data.

    The education forms are changed. The traditional education forms transform into online education forms, including MOOCs/SPOCs, direct seeding, recorded video, distance supervision and more other composited online teaching/learning models. The online flipped classes and blended teaching approaches can support for students self-learning, interactive learning and group learning.

    2. Research on Online Education Reforming after Pandemic

    Based on the large-scale online education practice, the MOE has guided universities to turn crises into opportunities, and to turn temporary initiatives into long-term development strategies of higher education.

    The MOE has organized many Chinese educationists to investigate and research on the practical experiences of this online education action, including the ethos of online education, innovative teaching models and methods, online course platforms and services, online education resource and applications, teachers ability and students ability for online learning, quality assessment of online education, universitys governing and policies for online education, education providing approaches, etc.

    In the future, the deep fusion of Internet + education , intelligence + education and higher education reforming will promote the learning revolution. And the learning revolution will promote the quality revolution.

    3. Chinese Experiences Sharing through International Course Platforms

    The Chinese universities have achieved remarkable effects and results in online education during the pandemic. We are willing to share these experiences with the countries in the world. The MOE recommends firstly two online education platforms iCourse (www.icourse163.com) and XuetangX (www.xuetangx.com), which can provide a lot of high quality MOOCs and supportive services in English and other languages to the students and learners in the world. The international iCourse opened just in the morning today. You are also welcome to contribute your online courses into these platforms. These international online platforms and higher quality courses form a gift pack to the learners in the world, with five warm keywords: Quality, Opening, Sharing, Responsibility and Love.

    In late this year, China plan to hold the World MOOC Conference in Beijing. You are welcome to join us in the conference. Lets work together for jumping development of online higher education in world.
